Who regulates what in UK business energy and lead generation: the ICO, Ofgem, the Energy Ombudsman, the UIA, the ASA and the CMA, with links to each.
Who handles which issue?
Different bodies oversee personal data, energy supply, advertising and consumer protection. Broker redress depends on membership and the scheme's eligibility rules.
| Body | Role |
|---|---|
| Information Commissioner's Office (ICO) | UK GDPR and PECR; personal-data and electronic-marketing rules |
| Ofgem | Energy suppliers and supplier rules relating to brokers; not individual complaints |
| Energy Ombudsman | Supplier and participating-broker dispute resolution for eligible customers |
| UIA | Broker membership code and redress arrangements within its scheme |
| ASA and CAP Code | Advertising standards |
| CMA | Consumer protection and fake-review rules |
Direct regulation of energy brokers
The government has said it will bring energy brokers and other third-party intermediaries under direct Ofgem regulation once parliamentary time allows. No start date had been set at the date of this page.
The 2025 government response set out this intention. Ofgem's June 2026 market review refers to proposed powers through the Energy Independence Bill. A proposal is not the same as regulation having started.
